Desert flooding is a flash-flood-and-drainage problem, not a basement one: monsoon cloudbursts, arroyos and dry washes.
Arizona’s August 13–14 2021 monsoon produced 2–6 inch/hour rainfall, widespread flash flooding and loss of life, prompting a state Declaration of Emergency. In New Mexico, Albuquerque’s arroyos channel Sandia Mountain runoff through the city (Bernalillo County: 173 NFIP claims, $1.4M since 1978), and in Aug 2025 federal disaster aid was extended to Doña Ana and other southern NM counties after monsoon flooding. The Southwest floods from summer monsoon cloudbursts, arroyo/dry-wash flash flooding and post-wildfire debris flows — sudden and localized, often far from any mapped river. Because most homes here have slab foundations and no basement, the mitigation work is exterior grading and drainage, dry-floodproofing, backflow prevention and flash-flood barriers rather than sump-pumped wet basements. Arizona (ROC) and New Mexico (CID) license contractors at state level, which makes verification straightforward.
Central and southwest Arizona take intense monsoon cells (2–6 in/hr) that overwhelm streets and dry washes within minutes. With slab-on-grade homes and no basements, the retrofits are grading, French drains, area drains, backflow prevention and flood barriers — plus rapid water-damage response when a cloudburst does get in.
Albuquerque’s arroyos funnel Sandia Mountain runoff through the city toward the Rio Grande, producing sudden flash flooding; Bernalillo County has recorded 173 NFIP claims since 1978. Drainage, grading and flash-flood barriers are the core work, with water-damage restoration after events.
